Dr. Andrei Tsygankov, a Russian foreign policy expert at San Francisco State University who says the U.S. and Russia have disagreed on how to best fight a war on terror, will give a lecture titled “The U.S. Policy of Regime Change and Russia’s Response” at 11 a.m. on Tuesday, April 17, at California State University, Fresno.
The lecture, which is free and open to the public, will be in University Business Center Room 191, at the east end of the Peters Business Building (5245 N. Backer Ave.). The lecture is sponsored by the Political Science Department.
Tsygankov will discuss Russia’s proposals and explore the primary driving forces behind that country’s foreign policy, said Dr. Alfred Evans, Fresno State political science professor who is an expert on Russia and event organizer.
“With the post-9/11 coalition of the U.S. and Russia collapsing, new ways must be found to address the world’s security vacuum,” says Tsygankov, who is an associate professor in the Departments of Political Science and International Relations of San Francisco State University. He teaches courses on Russian/post-Soviet, comparative politics and international politics.
He is a 1991 graduate of Moscow State University and earned his doctorate at the University of Southern California in 2000.
Published widely in the West and Russia, he the author or editor of six books, including “Russia’s Foreign Policy: Change and Continuity in National Identity” (Rowman & Littlefield, 2006) and “Whose World Order? Russia’s Perception of American Ideas after the Cold War” (University of Notre Dame Press, 2004). He has published many articles in scholarly journals and has contributed chapters in edited volumes.
