Dr. Barbara Stroud, a nationally-renown infant mental health consultant, will lecture at the Cultural Issues in the Practice of Infant Mental Health event from 9 a.m.-noon on Thursday, Oct. 21, at California State University, Fresno.

The event, which will be in the Smittcamp Alumni House Board Room, is hosted by the Central California Children’s Institute at Fresno State. It is co-sponsored by First 5 programs in Fresno, Tulare and Merced Counties, the Fresno County Department of Behavior Health and WestCare.

About 95 participants are expected Also featured will be Dr. Cassandra Joubert, director of the Children’s Institute. She said the institute serves as a focal point for a regional plan to improve infant-family and early childhood mental health that helps prevent problems before they occur.

Stroud, a licensed psychologist and director of the Early Intervention and Community Wellness for the Los Angeles Child Guidance Clinic, will discuss how beliefs, values, ethnicity, race and culture relate to an infant’s mental health and, ultimately, shapes who they become.

Stroud also is a graduate fellow of ZERO TO THREE, a national nonprofit organization that informs, trains and supports professionals, policymakers and parents in their efforts to improve the lives of infants and toddlers. Her project, “The Art of Providing 0-5 Friendly and Informative Assessments to Child Welfare,” offers infant mental health services training to providers who work with at-risk infants and toddlers.

She has presented at such national conferences and organizations as the American Psychological Association, the Western Psychological Association and Los Angeles County Department of Mental Health.
